BARCELONA ELECTED LEADER OF HEALTH SYSTEM’S BOARDS

Richard A. Barcelona, president and chief executive officer of Bailey Engineering, Inc. at Southpointe Industrial Park, Canonsburg, has been elected chairman of the Board of Directors of Mon-Vale Health Resources, Inc. and chairman of the Board of Trustees of its largest subsidiary, Monongahela Valley Hospital, Inc.

Barcelona succeeds Alan R. Guttman in both positions.

Meanwhile, John D. Fry was elected vice chairman and Mrs. R. Carlyn Belczyk was elected secretary of both boards at their Annual Meetings. Fry succeeds Barcelona as vice chairman and Mrs. Belczyk fills the vacancy created by Fry’s move to his new position. They began their new terms of office on July 1.

Louis J. Panza Jr., president and chief executive officer of Mon-Vale Health Resources and Monongahela Valley Hospital, lauded Guttman for his leadership as chairman of both boards. Guttman became chairman following the death of Dr. Julia Ann (Judy) Ansill on March 16, 2005 and served through the end of the 2006-2007 fiscal year on June 30.

“As he has done throughout his tenure with our boards, Alan displayed firm commitment to our health system and our community as chairman,” Panza said. “We are deeply grateful to him for his leadership and to the experience and expertise he brings to his responsibilities here. He has been an asset to our health system and we are pleased that he will continue to do so as a member of both boards.”

Guttman, chief executive officer of Guttman Oil Company in Speers, has served on the MVH Board of Directors and the hospital Board of Trustees since April 1987.

Barcelona, a native of Charleroi and a graduate of Charleroi High School, was appointed to the Mon-Vale Board of Directors in 1997 and to the Hospital Board of Trustees in 1999. In addition to serving as a member of the Executive Committee of both boards, Barcelona also has served on the Finance, Medical and Nominating committees. He was elected secretary of both boards in 2001 and vice chairman in 2005. A graduate of Robert Morris College in Pittsburgh, where he earned a Bachelor of Science degree in administration, Barcelona is a member of numerous professional organizations.

Fry, president and owner of Procurement Specialty Group, Inc., a consulting firm in Canonsburg, was elected to the MVHR Board of Directors in 1998 and to the MVH Board of Trustees in 2000. He was elected secretary of both boards in 2005 and is a member of the Executive Committee of both boards. In addition, he also has served on the Finance, Combined Nominating, Combined By-Laws and Executive Compensation committees and as chairman of the Joint Conference Committee during his tenure. He also is a member of the Board of Directors of Vale-U-Health, Inc., the Monongahela Valley Physician-Hospital Organization.\

Fry, of Upper St. Clair Township, also is president and owner of Medical Business Alliance, Inc., a consulting firm working in the health care industry, and he also works as a commercial and labor arbitrator with the American Arbitration Association and as a labor arbitrator with the Federal Mediation and Conciliation Service.

Mrs. Belczyk, a native and current resident of Monessen and a graduate of Monessen High School, was elected to the MVHR and hospital boards in 2005. She is a certified public accountant, accredited in business valuations and a certified valuation analyst. She began her career in public accounting in 1986 and together with Randy Guthrie formed Guthrie, Belczyk & Associates, PC of Washington in 1993. She has served on the boards of numerous professional and community organizations and is currently president of the Washington County Community Foundation.

“Mr. Barcelona, Mr. Fry and Mrs. Belczyk have been dedicated members of our boards,” Panza said. “Their many years of experience in business, finances and administration have enhanced the efforts of our boards in fulfilling the mission of our health system. We are confident they will continue their commitment in their new duties.”

In other business at the Annual Meetings of the boards:

  • Mrs. Bernice Bollman of Venetia, president and owner of Chemco Equipment Company in Monongahela, retired from the MVHR Board of Directors. She had served since July 1, 2000.
  • Re-elected to new three-year terms on the hospital Board of Trustees were Mrs. Belczyk, Barcelona, Carl Crawley Jr. and Michael J. Skirpan Jr.
  • Re-elected to new three years on the MVHR Board of Directors were Barcelona, Mrs. Belczyk, Skirpan, Crawley, Andrew G. Bury, Carol Ann Doman, Henry R. Glaneman, Anthony M. Lombardi, Charles E. Stacey, Ph.D., Patrick Ballon, Ronald Lombard, D.Ed. and William D. Hope Jr., V.M.D.
  • Re-elected to serve on the Board of Directors of the subsidiary Mon-Vale Ambulatory Services, Inc. were Panza, president; Patrick J. Alberts, vice president, and Daniel F. Simmons, secretary-treasurer.
  • The law firm Peacock Keller was reappointed to serve as general counsel for the corporation and its subsidiaries for the 2007-2008 fiscal year.
  • Title VI of the Civil Rights Act of 1964 and the Pennsylvania Human Relations Act 75 of 19077 were reaffirmed. Under these Acts, the Board of Directors of Mon-Vale Health Resources, Inc. and the boards of each subsidiary corporation pledge not to discriminate against any persons for reasons of race, color, creed, handicap or national origin.
